NTPC, RSDCL to develop 925 MW Solar park in Jaisalmer

Rajasthan Solar Park Development Company Ltd (RSDCL), a subsidiary of Rajasthan Renewable Energy Corporation, and NTPC signed an agreement to develop 925 MW capacity solar park at Nokh in Rajasthan's Jaisalmer district. As per the agreement, RSDCL will develop infrastructure in the solar park and NTPC will develop the solar projects.
Rajasthan Energy Minister B.D. Kalla said that the state government has given many relaxations and facilities in the recently-issued Rajasthan Solar Energy Policy, 2019 and Rajasthan Wind and Hybrid Energy Policy, 2019. He appealed to the stakeholders and investors present at the ceremony to come forward and avail the benefits of the policies and tap the "untapped vast" potential of solar and wind energy available in the state. RRECL Chairman Ajitabh Sharma said the RSDCL will invest about Rs 450 crore in infrastructural development in the project and NTPC is expected to invest more than Rs 3,500 crores in solar projects development.

Six states including Rajasthan sign Renukaji Dam project agreement

Union Water Resources Minister Nitin Gadkari and six Yamuna basin states, namely Haryana, Himachal Pradesh, Uttarakhand, Delhi, Rajasthan and Uttar Pradesh on 11th January 2019 signed an agreement for construction of Renukaji Dam Multi-Purpose Project. The 148-meter-high Renukaji dam would come up in Himachal Pradesh’s Sirmour district at a cost of Rs 4,596.76 crore. The central government will contribute Rs 3,892.83 crore, or 90% of the cost of the irrigation and drinking water component of the project, while the rest will come from the states. 
The project is proposed to be executed by Himachal Pradesh Power Corporation Ltd. The live storage of the Renukaji Multi-Purpose Project is 0.404 million acre-foot and it would ensure supply of 23 cubic metres per second water to the basin states. The project will also generate 40 MW of power and the Delhi government has agreed to fund 90% of the cost of the power plant.  The Central government has so far released Rs 446.96 crore for this project. Among states, Delhi has released Rs 214.84 crore and Haryana, Rs 25 crore.
The important features of the project are:

  • Renukaji Dam Multi-Purpose Project is a storage project on the Giri river which is tributary of the Yamuna at Sirmour district of Himachal.
  • A 148 m-high rock-filled dam would be constructed across the river Giri.
  • The project also involves the generation of 40 MW of power during peak flow to be executed by Himachal Pradesh Power Corporation Ltd (HPPCL).
  • The project would increase by the river flow about 110 per cent which will be used to meet the drinking water needs of Delhi and the other Yamuna basin states up to some extent in the lean period.
  • The share of stored water among the states will be as follows,  Haryana-47.8 per cent; Uttar Pradesh/ Uttarakhand-33.65 per cent; Himachal-3.15 per cent; Rajasthan-9.3 per cent and NCT of Delhi: 6.04 per cent.
  • The Central government will bear 90 per cent of the cost of irrigation/drinking water component, and the balance cost will be borne by the states.

PM Modi inaugurates work commencement of Barmer refinery

Prime Minister Narendra Modi on 16th January 2018 inaugurated the commencement of work at the oil refinery in Rajasthan’s Barmer district. The state of the art refinery will be first of its kind in the country. Barmer refinery, which is a joint venture between the HPCL and the state government at an estimated cost of Rs 43,000 crore. The refinery is expected to change the growth landscape of Rajasthan and western parts of the state in particular. Rajasthan Congress had slammed the state government last week for re-laying of the foundation stone, saying it had already been performed four years ago by Sonia Gandhi.
Union Minister of Petroleum and Natural Gas Dharmendra Pradhan tweeted out saying the Barmer Refinery and Petrochemicals Project of HRRL will bring an unprecedented surge in infrastructure development, improvement of healthcare services, establishment of prestigious education institutions in Western Rajasthan. Chief minister Raje, who was present on the occasion, said courses on petrochemicals technology will be introduced in state polytechnics to help local people get jobs in the petrochemical complex. The project is expected to create 1,000 direct and 40,000 indirect jobs during the construction period.

Rajasthan, HPCL ink pact for Barmer Refinery

Rajasthan state government and Hindustan Petroleum Corporation (HPCL) have formed a joint venture (JV) to build an oil refinery project at Barmer in India at a cost of Rs. 43,129 crore ($6.73bn) on 21st August 2017. An agreement in this regard was signed by the two parties after receiving an approval from the Indian government to go ahead with the planned 9 million metric tonne crude Barmer Petroleum Refinery-cum-Petrochemical Complex.  The new joint venture company named as HPCL Rajasthan Refinery (HRRL) will have the Indian state-owned oil and natural gas company HPCL owning a 74% stake in partnership with the Rajasthan government which will hold a stake of 26%. 
The agreement signed in the presence of oil minister Dharmendra Pradhan and Rajasthan chief minister Vasundhara Raje entitles the company to a viability gap funding of Rs1,123 crore a year for 15 years from the year of commercial production. The funding will be in the form of an interest-free loan to be refunded in subsequent 15 years. The project includes a petrochemicals complex too. The proposed refinery will be able to process local crude from Vedanta Ltd’s Barmer oil field in the state as well as imported crude. Vedanta, which recently merged its group company Cairn India Ltd with itself, is planning more investments into enhanced oil recovery from its Barmer assets. Anil Agarwal, chairman, Vedanta Group had last December said the group was committed to investing Rs30,000 crore to add 100,000 barrels of oil and oil equivalent over the next three years, primarily from its prolific Rajasthan fields.

Rajasthan Solar Power / Energy  Capacity in July 2017 is 2022 MW in July 2017: The cumulative Solar Energy capacity installed, as on 31.07.2017, is 13652 MW while the same at the end of 2014-15 was 3743.97 MW. This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy and Mines in a written reply to a question in the Lok Sabha on 10th August 2017. 
The States that crossed the solar installed capacity of 1 GW, as on 31.07.2017 are:

ग्लोबल राजस्थान एग्रीटेक मीट (ग्राम) 2017, कोटा

ग्लोबल राजस्थान एग्रीटेक मीट (ग्राम) 2017, कोटा का आयोजन राजस्थान के कोटा में आरएसी परेड ग्राउंड में 24 मई से 26 मई2017 तक आयोजित किया जाएगा। तीन दिवसीय यह आयोजन कोटा के आरएसी परेड ग्राउंड पर आयोजित किया जाएगा, जिसमें लगभग 30,000 किसान भाग लेंगे। यह कार्यक्रम राजस्थान सरकार तथा फैडरेशन ऑफ इंडियन चैम्बर्स ऑफ कॉमर्स एंड इंडस्ट्रीज (फिक्की) द्वारा आयोजित किया जा रहा है। गत वर्ष जयपुर में आयोजित ‘ग्राम 2016‘ की उपलब्धियों को देखते हुए राजस्थान सरकार द्वारा ‘ग्राम कोटा‘ का आयोजन किया जा रहा है।
‘ग्राम कोटा‘ के आयोजन के प्रमुख उद्देश्यों में कोटा संभाग के किसानों को कृषि क्षेत्र में उपलब्ध सर्वोत्तम कार्यप्रणालियों से अवगत कराना और कोटा के कृषि विकास को गुणात्मक रूप से अगले स्तर पर ले जाना है। इस आयोजन के दौरान कृषि क्षेत्र के सभी हितधारक - जिनमें कोटा एवं आसपास के किसान, शिक्षाविद, प्रौद्योगिकीविद, कृषि व्यवसाय कंपनियां और नीति निर्माता शामिल हैं, एक मंच पर एकत्रित होंगे। ‘ग्राम कोटा‘ के बारे में जागरूकता लाने एवं इसे लोकप्रिय बनाने के उद्देश्य से गत माह बारां, छबड़ा, भवानी मंडी, झालरापाटन एवं रामगंजमंडी में ऑन-ग्राउंड एक्टिवेशन आयोजित किए गए थे, जिनमें किसानों से जबरदस्त रूझान प्राप्त हुये थे। ‘ग्राम‘ के प्रचार-प्रसार के लिए सरपंचों के साथ बैठकें एवं किसान सभाएं भी आयोजित करना प्रस्तावित है।

NTPC inks pact to take over Chhabra Thermal Power Plant

NTPC inks pact to take over Chhabra Thermal Power Plant. A tripatriate Memorandum of Understanding (MoU) was signed between NTPC, Rajasthan Rajya Vidyut Utpadan Nigam Ltd. (RVUN) and Rajasthan Urja Vikas Nigam Ltd. (RUVNL) in the presence of Chief Minister Smt. Vasundhara Raje here at Chief Minister's residence on Wednesday. Directror (Commercial) Shri A. K. Gupta signed MoU from NTPC side while CMD, RVUN Shri N.K. Kothari and MD, RUVNL Shri Bannalal signed MoU from the State Government side.  
Under the MoU four units of 250-250 MW each of Chhabra Thermal Power Plant will be  transfered to NTPC in the first phase while the two units of 660-660 MW each shall be transfered after commissioning. After transfer of Chhabra TPP to NTPC the state government will receive equity as per latest valuation and the losses being incurred from Chhabra will stop after transfer of the plant and debt liabilities of the state government shall also be reduced. By using advanced techology NTPC will get more production with low consumption of coal and the teriff benefit will reach to the consumers of the state. Best practices of NTPC in effciency and system improvement will also be beneficial for other plants of the state. 
The employees of Chhabra TPP will get the option of merger in NTPC on their will. Energy Minister Shri Pushpendra Singh, Principal Secretary Energy Shri Sanjay Malhotra, Chairman DISCOMS Shri Shreemat Pandey, Joint Secretary in Power Ministery (GoI) Shri A. K. Verma, CMD, NTPC Shri Gurdeep Singh, Advisor Energy Dept. Shri R. G. Gupta were present on this occasion.   

Baba Ramdev to setup mega food park in Rajasthan

Yoga guru Ramdev today announced plans to set up a mega food park in Rajasthan and said his Patanjali group, which is entering into dairy and spices segments, can buy farm produce worth Rs 5,000-10,000 crore from farmers in the state. “I along with Patanjali will support Rajasthan Chief Minister in all her endeavours. The company is entering into milk industry and Patanjali would be keen to make Rajasthan a part of its journey,” Ramdev said at the Global Rajasthan Agritech Meet in Jaipur. The mega agri event has been jointly organized by Government of Rajasthan and Federation of Indian Chambers of Commerce and Industry (FICCI).  
Chief Minister further said that the primary objective of GRAM is to ensure economic empowerment of the people through accelerated yet focussed growth in agriculture and to double farmer’s income. The state has conceived GRAM 2016 as an agri technology and business event that provides a platform to transform and catalyse sustainability and economic viability of farming.    Ms. Raje also said that Rajasthan has evolved as a strong investment friendly state and the Government is constantly working towards ensuring that these investments and benefit all stakeholders. Within just one year of holding the Resurgent Rajasthan Summit 2015, projects valued at almost Rs 5000 crores have already been implemented and projects worth Rs 54,000 crores and Rs 49,000 crores are under construction and under various stages of clearance respectively. Excluding the solar energy projects, the total likely investment to be grounded is Rs. 1.08 lac crores or 74 % of the investment commitments. This would be one of the fastest and highest conversion rates for any State in the country, she added.

Rajasthan signs 56 MoUs during Incredible India Tourism Investor’s Summit 2016

Department of Tourism, Govt. of Rajasthan participated in the Incredible India Tourism Investor's Summit - 2016 held from September 21 to September 23, 2016. The event organized by Ministry of Tourism, Govt. of Rajasthan and Confederation of Indian Industry (CII) featured signing of 56 Memorandum of Understanding (MoUs) by Rajasthan Tourism involving proposed investment of Rs. 977.57 Crore and employment of 4745 persons in the presence of Union Minister for state for Tourism Dr. Mahesh Sharma, Secretary Shri Vinod Zutshi. Secretary Tourism Rajasthan Smt. Roli Singh and Director of Rajasthan Tourism Shri Ashutosh A.T. Pednekar were also present in the Summit.
A Rajasthan state seminar was also a major attraction that focussed on investment opportunities and steps taken by the Rajasthan government to ensure speedy and hassle free investment in Rajasthan. The presentation exhibited more than 100 investible projects to the investors. As a part of this meet Rajasthan Tourism officials held more than 50 B2B meetings with numerous potential investors of varied interests. Director of Rajasthan Tourism  Shri Ashutosh A.T. Pednekar talked about the significance of the Summit and said, “The overwheming response received from the investors was highly encouraging and we look forward for numerous successful ventures ahead.”

Rajasthan signs MoU with India Trade and Exhibition Centre

Rajasthan government on 11th August signed a Memorandum of Understanding (MoU) with India Trade And Exhibition Centre (ITEC), Dubai for promotion of skill development, investment and tourism sectors. As per the agreement, ITEC would work as a service providing agency for promotion of skill development, investment and tourism sectors in Rajasthan.
Chief Minister Vasundhara Raje before the signing ceremony chaired a high-level meeting to discuss various sectors of mutual cooperation. ITEC Chairman Sudesh Agarwal assured that ITEC would provide support for increasing partnerships with Dubai in other sectors as well, a release said.

Pittie Group's Cotton Yarn Plant Inaugurated in Jhalawar

Shri Vallabh Pittie Industries (SVP), a leading textile company with its revolutionising innovations in polyester & cotton blended yarn today inaugurated its Rs 450 crore new textile plant in Jhalawar, Rajasthan. The plant is fully automated with 1,00,000 spindles holding a manufacturing capacity of 22,000 tonnes per annum and is spread across 25 acres of area. Chief Minister Smt. Vasundhara Raje has said that the state government is committed to forge partnerships that promote manufacturing and create employment opportunities in Rajasthan. She said that the start of operations at the Polyester and Cotton Blended Yarn Industries plant by Shri Vallabh Pittie Group would prove to be a big leap forward in the direction of realizing the dream of Resurgent Rajasthan. Smt. Raje inaugurated the plant worth project cost Rs. 450 crore at Dhanodi Industrial Area in Jhalawar district on Thursday. 
Chief Minister said that the efforts by The Pittie Group were an excellent example of development realised by effective governance - a pillar of the Rajasthan Model of Development. "Our mission of 'Make in Rajasthan' compliments the PM's vision of Make in India," she said.  She said that setting up of this plant in a record time was a manifestation of the efforts made by the state in Resurgent Rajasthan Partnership Summit 2015 and validated the claim that Rajasthan was an investor friendly state. Smt. Raje said that setting up of this yarn factory would directly benefit the farmers of entire Kota division. With availability of fertile land, water for irrigation and proper electricity supply, the farmers in this region had opportunity to grow hybrid cotton, she added. This plant would give direct employment to 500 people and indirectly create livelihood opportunities for 30,000 persons. Also, two new yarn units at Kotda Jagir would be employment to 4,000 people and benefit lakhs of farmers, she added. She also inaugurated the skill development centre at the yarn factory.

मुख्यमंत्री ने शनिवार को महिन्द्रा वल्र्ड सिटी जयपुर में 100 करोड़ रुपये के निवेश से तैयार किए गए भारतीय स्किल डवलपमेंट कैम्पस (बीएसडीसी) का उद्घाटन भी किया। जो स्विस डूअल माॅडल के आधार पर पाॅलिमैकेनिक मशीनों से प्रशिक्षण देने वाला देश का सबसे बड़ा स्किल कैम्पस है। इस कैम्पस में विश्व की श्रेष्ठ डिजीटल मशीनों के साथ-साथ आधुनिकतम तकनीक पर आधारित सीएनसी, फिटिंग, टर्निंग, मिलिंग और हैण्ड स्किल के पाॅलिमैकेनिक कोर्सेज उपलब्ध हैं। जहां स्विजरलैण्ड के डूअल स्किलिंग सिस्टम के आधार पर राजस्थान के युवाओं के लिए प्रशिक्षण शुरू किया गया है और बाहर के प्रशिक्षुओं के लिए हाॅस्टल की सुविधा भी उपलब्ध है।
श्रीमती राजे ने कहा कि देश में अधिक से अधिक युवाओं को मुख्यधारा में शामिल करने के लिए उनका कौशल विकास किया जाना चाहिए। ऐसे युवा हमारे लिए एक अवसर हैं और उनकी ऊर्जा का उपयोग सकारात्मक दिशा में किया जाना चाहिए। उन्होंने कहा कि इसीलिए राज्य सरकार कौशल विकास पर फोकस कर रही है और इस सेक्टर में हम देशभर में लगातार अग्रणी हैं। सिंगापुर में स्किल यूनिवर्सिटी का जिक्र करते हुए मुख्यमंत्री ने कहा कि जब एक छोटे से देश में ऐसा किया जा सकता है, तो हमारे यहां क्यों नहीं। जब हमारे हाथ में हुनर होगा तो गांव, प्रदेश और देश की सीमाएं हमें रोक नहीं सकेगी।
श्रीमती राजे ने कहा कि कौशल विकास एक टीम वर्क है। यह कार्य एक व्यक्ति या संस्थान द्वारा किया जाना संभव नहीं है। उन्होंने कहा कि राजस्थान सरकार एक ऐसी टीम है, जिसने प्रदेश को कौशल विकास में देशभर में नम्बर एक बनाया है। राजेन्द्र एण्ड उर्सला जोशी फाउण्डेशन के प्रेसिडेंट डाॅ. आरके जोशी तथा वाइस प्रेसिडेंट श्रीमती उर्सला जोशी को बीएसडीसी के कौशल विकास केन्द्र तथा कौशल विकास विश्वविद्यालय के लिए एमओयू के प्रस्ताव के लिए धन्यवाद देते हुए श्रीमती राजे ने कहा कि राजस्थानी मूल के लोग दुनिया में जहां कहीं भी चले जाएं, वे राजस्थान को खुशहाल बनाने के लिए हमेशा आगे आते हैं।

  • वर्ष 2016-17 के बजट में कुल राजस्व आय 123250.53 करोड़ रुपये रहने की संभावना है।
  • वर्ष 2015-16 के संशोधित बजट अनुमानों में राज्य के स्वयं का कर राजस्व 45670.01 करोड़ रुपये की तुलना में वर्ष 2016-17 में 53300.01 करोड़ रुपये अनुमानित है जो 16.71 प्रतिशत अधिक है।
  • वर्ष 2016-17 में राज्य के सकल घरेलू उत्पाद के प्रतिशत के रूप में राज्य की स्वयं की कर राजस्व आय 6.95 प्रतिशत अनुमानित है।
  • वर्ष 2016-17 के बजट अनुमानों में ब्याज भुगतान के मद में 17526.63 करोड़ रुपये का प्रावधान रखा गया है जो राज्य की कुल राजस्व प्राप्तियों का 14.22 प्रतिशत है।

Jaipur, Udaipur among first 20 smart cities

Jaipur and Udaipur among first 20 smart cities announced today by Government as winners of the Smart City Challenge competition for financing during this financial year. Minister of Urban Development Shri M.Venkaiah Naidu said that the winners were from 11 States and the Union Territory of Delhi and the selection was totally objective and transparent based on standardized processes. Shri Naidu further said that Smart City Mission marks a paradigm shift towards urban development in the country since it is based on ‘bottom up’ approach with the involvement of citizens in formulation of city vision and smart city plans and the Urban Local Bodies and State Governments piloting the mission with little say for the Ministry of Urban Development. 
3 cities from Madhya Pradesh, two each from Andhra Pradesh, Karnataka, Tamil Nadu, Gujarat, Maharashtra and Rajasthan and one each from the remaining five made it to the winning list. The Minister informed that 23 States and UTs who could not make to the list of winners will be given an opportunity to participate in a ‘fast track competition’. Each top ranking city form these left out states can upgrade their smart city proposals and submit them by April 15, this year for inclusion in the mission. 20 winning cities and towns have proposed a total investment of Rs.50,802 cr over five years with all the cities proposing Public-Private-Partnership as a major vehicle of resource mobilization. 10 of the 20 cities have proposed to mobilise Rs.8,521 cr under PPP model while others have also indicated this option. A total area of 26,735 acres has been identified by these cities for making them smart through necessary interventions.
