Rajasthan launches Jan Soochna portal

Rajasthan government launches ‘Jan Soochna Portal’, a portal for quick access to information on government departments. The portal was launched by Rajasthan’s Chief Minister Ashok Gehlot and is a step of state government towards making Rajasthan a model state for good governance and accountability in administration.

About Jan Soochna Portal

  • The public information portal has been developed by state’s information and technology (IT) department. In portal 23-24 types of information will be made available pertaining to 13 departments on a single platform. The information will also be available on self-service ‘E-Mitra Plus‘ kiosk.
  • Rajasthan has now become first state in country to provide information about a dozen departments on a single platform.
  • The portal has been launched under Rajasthan Innovation Vision (RAJIV) campaign.
  • The move will bring transparency and accountability, and empower the right of people to seek information.
  • With the launch of portal, state government has expressed its intention of using technology for transparency and would further strengthen and expand the scope of the Right to Information (RTI) law. Through this portal common man will get information pertaining to 13 departments online in a lucid language. The portal is inspired by the very spirit of Section 4 (2) of RTI Act, 2005, i.e. Proactive Disclosure of Information.

ATAL Academy in Jaipur, Rajasthan

All India Council for Technical Education will establish country’s first AICTE Training and Learning (ATAL) Academy in Jaipur, capital of Rajasthan. Moreover, tree more ATAL academies will come at Thiruvananthapuram (Kerala), Guwahati (Assam) and Baroda (Gujarat) by next year.
ATAL Academy: These academies will provide upgraded teaching methods and modules to make technical education more effective and accountable. Faculties will be trained on the eight-module course in these academies in five months. The training will be mandatory for new teachers from 2019 and it will be necessary for existing teachers and assistant teachers while applying for promotions. For building these academies states had provided infrastructure and land for free of cost.
AICTE: AICTE is statutory body established in November 1945. It comes under aegis of Department of Higher Education, Ministry of Human Resources Development. It is national-level council for technical education responsible for planning and coordination of technical education and management of education system in the country. It accredits graduate and post graduate programs at Indian institutions. It is headquartered in New Delhi.

First cow sanctuary at Napasar, Bikaner in Rajasthan

The first cow sanctuary in Rajasthan will be situated in Napasar, Bikaner to dedicate the entire area for cows, much on the lines of a wildlife sanctuary. It will provide shelter for 10,000 bovines spread over an area of more than 220 hectares in Bikaner district. The facilities in the sanctuary will include hospitals and Sewan grass as fodder for the animals. The state government has recently signed a Memorandum of Understanding (MoU) with a private trust in this regard. The cow sanctuary will be the latest in a string of initiatives announced by the BJP government in the state for the protection of bovines since it came to power in 2013. The state already has a ministry dedicated to the welfare of cows and last year it had announced a 10% surcharge on stamp duty towards cow protection.

Rajasthan's Kota creates world record on International Yoga Day

Rajasthan's education city Kota turned into Yoga city when over one lakh people performed yoga at one place at the same time and created a new Guinness World Record on International Yoga day, 21st June. Yog Guru Baba Ramdev and Rajasthan Chief Minister Vasundhara Raje led people to perform Yoga at city's RAC ground. The international private organisation then handed over a certificate to Ms. Raje and Baba Ramdev, saying it had been the largest gathering worldwide of people performing yoga.
The function has set a world record for largest number of people performing yoga at one place at the same time. Chief Minister Vasundhara Raje and Yoga Guru Baba Ramdev led the people at RAC Ground, where 30 lakh squre feet area was prepared for performing yoga. Last year, 55 thousand people of Mysore had set a world record performing yoga at one place at the same time.

PM Modi inaugurates work commencement of Barmer refinery

Prime Minister Narendra Modi on 16th January 2018 inaugurated the commencement of work at the oil refinery in Rajasthan’s Barmer district. The state of the art refinery will be first of its kind in the country. Barmer refinery, which is a joint venture between the HPCL and the state government at an estimated cost of Rs 43,000 crore. The refinery is expected to change the growth landscape of Rajasthan and western parts of the state in particular. Rajasthan Congress had slammed the state government last week for re-laying of the foundation stone, saying it had already been performed four years ago by Sonia Gandhi.
Union Minister of Petroleum and Natural Gas Dharmendra Pradhan tweeted out saying the Barmer Refinery and Petrochemicals Project of HRRL will bring an unprecedented surge in infrastructure development, improvement of healthcare services, establishment of prestigious education institutions in Western Rajasthan. Chief minister Raje, who was present on the occasion, said courses on petrochemicals technology will be introduced in state polytechnics to help local people get jobs in the petrochemical complex. The project is expected to create 1,000 direct and 40,000 indirect jobs during the construction period.

राजस्थान विधानसभा देश की प्रथम आनलाइन प्रस्ताव लेने वाली विधानसभा बनी

राजस्थान विधानसभा अध्यक्ष श्री कैलाश मेघवाल ने 13 अक्टूबर को विधानसभा स्थित अपने वैश्म में राजस्थान विधानसभा के प्रक्रिया तथा कार्य संचालन संबंधी नियमों के अन्तर्गत विधायकों द्वारा प्राप्त ध्यान आकर्षण प्रस्तावों को राज्य सरकार को आनलाइन से भिजवाये जाने की लेपटाप का बटन दबाकर शुरूआत की।  विधानसभा सचिव श्री पृथ्वी राज ने बताया कि 14वीं विधानसभा के नवें सत्र से विधायकों से राजस्थान विधानसभा के प्रक्रिया एवं कार्य संचालन संबंधी नियमावली के नियम 131 के अन्तर्गत ध्यानाकर्षण प्रस्ताव, नियम 50 के अन्तर्गत स्थगन प्रस्ताव, नियम 295 के अन्तर्गत विशेष उल्लेख की सूचनाऎं एवं नियम 119 एवं 127 के अन्तर्गत अविलम्बनीय लोक महत्व के विषयों संबंधी प्रस्तावों को आनलाइन विधानसभा में भेजे जाने तथा संबंधित विभाग को भेजने एवं उनकी तथ्यात्मक सूचना राज्य सरकार से प्राप्त करने की प्रक्रिया को राष्ट्रीय सूचना विज्ञान केन्द्र (एन आई सी ) के सहयोग से आनलाइन करने की प्रक्रिया में राजस्थान विधानसभा देश की पहली विधानसभा बन गई है ।
एन.आई.सी की राज्य सूचना अधिकारी श्रीमती इंदु गुप्ता ने बताया कि पोर्टल के संबंध में राज्य सरकार के विभागीय अधिकारियों और कार्मिकों को तकनीकी सहायता उपलब्ध कराने हेतु राजस्थान विधानसभा द्वारा शासन सचिवालय में एक हैल्प डेस्क भी स्थापित की गयी है जिसका SecLAN IP 24557 है। ऑनलाईन प्रस्ताव सूचना प्रणाली के लागू होने से विभागों द्वारा प्रस्तावों के जवाब प्रेषित करना अधिक सुविधाजनक हो जायेगा। इससे समय, कागज व श्रम सभी की बचत होगी। उल्लेखनीय है कि राजस्थान विधान सभा देश की अग्रणी विधान सभाओं मे से है, जहां लगभग सभी विधायी कार्य ऑन लाईन किये जा रहे है। 

प्रथम राष्ट्रीय आयुर्वेद युवा महोत्सव का आयोजन जयपुर में 14 से 16 सितम्बर 2017 तक

प्रथम राष्ट्रीय आयुर्वेद युवा महोत्सव (Rashtriya Ayurvedic Yuva Mahotsav Jaipur 2017) का आयोजन 14 से 16 सितंबर 2017 को जयपुर में राष्ट्रीय आयुर्वेद संस्थान में किया जाएगा। इस महोत्सव में 21 राज्यों से 3000 से अधिक प्रतिभागी शामिल होंगे। इस महोत्सव का आयोजन राष्ट्रीय आयुर्वेद संस्थान, जयपुर एवं विज्ञान भारती की इकाई नेशनल आयुर्वेद स्टुडेंट्स एवं यूथ एसोसिएशन (नस्या) द्वारा केन्द्रीय आयुष मंत्रालय के सहयोग से किया जा रहा है। इस संबंध में रविवार को राष्ट्रीय आयुर्वेद संस्थान, जयपुर में महोत्सव की स्वागत समिति की बैठक आयोजित की गई। बैैठक में सांसद श्री रामचरण बोहरा ने कहा कि वर्र्तमान युग में आयुर्वेद को आधुनिक रूप देने के लिए ऊर्जावान छात्रों व वैद्यों की आवश्यकता है तथा यह राष्ट्रीय स्तर पर आयोजित होने वाला युवा महोत्सव छात्रों के बहुआयामी व्यक्तित्व के विकास के लिए योगदान करेगा।
इस अवसर पर विधायक, श्री सुरेन्द्र पारीक ने कहा कि प्राचीन भारतीय चिकित्सकीय पद्धति बहुत अमूल्य है जिसे कम प्रोत्साहन मिला है। उन्होंने कहा कि इस तरह के महोत्सव से न केवल आमजन को आयुर्वेदिक इलाज के बारे में विस्तृत जानकारी मिल पाएगी बल्कि इससे आयुर्वेद भी मुख्य धारा में आ जाएगा। इस महोत्सव के माध्यम से आयुर्वेद के क्षेत्र में नया विजन आएगा। इस अवसर पर विज्ञान भारती के सेकेट्ररी जनरल श्री ए. जयकुमार ने कहा कि आयुर्वेद के सभी छात्रों को प्रोत्साहित करने के लिए तथा राष्ट्रीय स्तर पर एक मुहिम चलाने के उद्देश्य से इस कार्यकम का आयोजन किया जा रहा है। उन्होंने कहा कि छात्रों की प्रतिभा निखारने के साथ साथ यह महोत्सव आयुर्वेद के प्रचार प्रसार में भी सहायक होगा। 

Khel Ratna Award to Devendra Jhajharia, Sardar Singh

Two-time Paralympic gold-medallist Devendra Jhajharia on 3rd August became the first paralympian to be recommended for the country’s highest sporting honour - the Rajiv Gandhi Khel Ratna award along with former hockey captain Sardar Singh. The final call on this would be taken by the Sports Ministry. Besides, the awards selection committee has recommended 17 names for the Arjuna award.
The 36-year-old Devendra Jhajharia, who is the first Indian to win two Paralympic gold medals, was the first choice of the awards selection committee headed by Justice (Retd) C K Thakkar. Jhajharia had won his medals in the javelin throw event.
The committee has picked 31-year-old midfielder Sardar Singh as its second nominee for the top honour and has suggested that both Jhajharia and Sardar be considered for the award jointly.

President delivers first Bhairon Singh Shekhawat Memorial Lecture

President of India, Shri Pranab Mukherjee delivered the 1st Bhairon Singh Shekhawat Memorial Lecture on the topic “History of Parliamentary Democracy in India” today (May 15, 2017) in Jaipur, Rajasthan. He also presented the 1st Bhairon Singh Shekhawat Life Time Achievement Honour in Public Service to Shri Pawan Kumar Chamling, Chief Minister of Sikkim on the occasion. Addressing the gathering the President said he was honoured to be invited to deliver the inaugural Memorial Lecture instituted in memory of our former Vice-President Shri Bhairon Singh Shekhawat, an outstanding statesman and a man of the masses. 
The President stated that Shri Shekhawat and he shared a long history of friendship. Both of them served together in the Rajya Sabha in the 1970s. Later, while Shri Shekhawat was Chief Minister of Rajasthan and the President was Vice Chairman of the Planning Commission, he had opportunity to see Shri Shekhawat’s extensive knowledge about problems being faced by citizens of Rajasthan, and his will to eradicate these day to day problems. He was deeply impressed by Shri Shekhawat’s commitment to the downtrodden and poor.  The President also congratulated Shri Pawan Kumar Chamling, Chief Minister of Sikkim on being conferred the 1st Bhairon Singh Shekhawat Life Time Achievement Honour in Public Service. He said that Shri Chamling has made unique contribution to the State of Sikkim which has emerged as a role model. 
In his Memorial Lecture, the President spoke about the History of Parliamentary Democracy in India. He said that he had outlined the history of representative Government for a specific purpose which was to underline the fact that if prominent legislators of pre-independence days with limited powers, could have done so much, how much more can be done by our MPs, MLAs and MLCs of today.  The President said that the 3 Ds – Debate, Dissension and Decision are essential in a Parliamentary system of democracy. Democracy should provide for an enabling environment which helps every section of the society to fully participate in the process of governance. 

Rajasthan becomes the first state to pass land title Bill

Rajasthan state assembly passed the Rajasthan Urban Land (Certification of Titles) Bills, 2016 for providing statutory backing to land records With this Rajasthan has become the first state to pass land title bill for effectively guaranteeing land and property ownership. This Bill is seen as one of the key steps towards land reforms as it will create an efficient and transparent modern land market, provide certainty of tenure and end litigation that often mires development projects. It will give a clear title to the owner and will reduce litigations in the courts.
Key provisions of the bill 

  • State residents living in urban areas, which are governed by the municipalities or state development authorities, can seek a certificate of ownership of their lands by paying a nominal fee to the state government. 
  • The state government will set up an authority which will be headed by an Indian Administrative Service (IAS) Officer. 
  • The authority will seek all the documents from the landowners, and will verify it against records held by the state. It will first issue a provisional certificate for which the state will not stand guarantee. 
  • If there are no objections or dispute arises, the authority will issue a certificate and a map to the owner with state guarantee.

Jaipur, Udaipur among first 20 smart cities

Jaipur and Udaipur among first 20 smart cities announced today by Government as winners of the Smart City Challenge competition for financing during this financial year. Minister of Urban Development Shri M.Venkaiah Naidu said that the winners were from 11 States and the Union Territory of Delhi and the selection was totally objective and transparent based on standardized processes. Shri Naidu further said that Smart City Mission marks a paradigm shift towards urban development in the country since it is based on ‘bottom up’ approach with the involvement of citizens in formulation of city vision and smart city plans and the Urban Local Bodies and State Governments piloting the mission with little say for the Ministry of Urban Development. 
3 cities from Madhya Pradesh, two each from Andhra Pradesh, Karnataka, Tamil Nadu, Gujarat, Maharashtra and Rajasthan and one each from the remaining five made it to the winning list. The Minister informed that 23 States and UTs who could not make to the list of winners will be given an opportunity to participate in a ‘fast track competition’. Each top ranking city form these left out states can upgrade their smart city proposals and submit them by April 15, this year for inclusion in the mission. 20 winning cities and towns have proposed a total investment of Rs.50,802 cr over five years with all the cities proposing Public-Private-Partnership as a major vehicle of resource mobilization. 10 of the 20 cities have proposed to mobilise Rs.8,521 cr under PPP model while others have also indicated this option. A total area of 26,735 acres has been identified by these cities for making them smart through necessary interventions.

Rajasthan Has Become Biggest On-land Oil and Gas Producer

Chief Minister Smt. Vasundhara Raje has said that Rajasthan has become the biggest on-land oil and gas producing region of the country. Now, efforts are being made to establish a refinery very soon so that the state can get full benefit of its rescources. She requested the Union Minister of State for Petroleum Shri Dharmendra Pradhan to esnure supply of domestic gas through pipeline in the cities selected to be developed as smart cities. Smt. Raje was addessing a gathering on the occasion of dedicating Kota-Jobner Multi-product Pipeline and Jobner Terminal to the nation on Friday at Jobner near Jaipur. The CM said that she was prompt to respond on Prime Minister Shri Narendra Modi's call to give-up gas subsidy through 'Give-It-Up' and 'Give-It-Back' campaigns. She said that it was good to learn that this subsidy was being directed the the BPL families.
The Chief Minister said that the condition of roads in the state was pathetic, but now Rajasthan is the second state in terms of construction or renewal of the National Highways. She said that the Gramin Gaurav Paths would resolve the issue of rural women. In Jaipur Rural region, of total 111 sanctioned Gramin Gaurav Paths, about 85 had been completed and the work on missing links was also on the full pace, she added. Highlighting the issue of repeated snags in the plastic pipeline for drinking water supply in Asalpur area of Jobner, Smt. Raje requested the Union Minister of State Shri Pradhan to support laying of a new GI pipeline for water supply. She further requested for CSR and other funds for construction on an ROB in this region. The Union Minister of State Shri Dharmendra Pradhan said that the state was progressing ahead and attaining new heights of development. People from all over the world were reaching the state for investment. Such possibilities gained momentum during the recently convened  Resurgent Rajasthan Partnership Summit. He said that the state was enabling itself in the leadership of Smt. Raje despite challenging financial situation.

Rajasthan first state to firm up private investments in affordable housing

Rajasthan Government has taken lead in promoting affordable housing by signing four Memoranda of Understanding firming up an investment of Rs.5,400 cr. These four MoUs were a part of 27 MoUs signed entailing an investment of Rs.12,478 cr in housing and urban development projects in Jaipur today in the presence of Minister of Urban Development Shri M.Venkaiah Naidu and Chief Minister Smt.Vasundhara Raje Scindhia. These include 14 MoUs for promoting housing projects with an investment of Rs.9,273 cr. Tata Housing Development Company Ltd has committed to invest Rs.2,000 cr in affordable and mixed use township over an area of 10.12 hectares. Mahima Real Estate Private Ltd has signed MoU with the state government to invest Rs.1,700cr in affordable housing and group housing followed by National Building Construction Corporation (NBCC) and Wish Empire who have undertaken to invest Rs.500 cr each in Rajasthan. The 14 housing related investment projects are expected to provide employment to 26,650 persons. Total employment from the 27 MoUs signed today is expected to be 38,950. Other MoUs related to Medical and Health Care, Education, Industry and Tourism in different parts of Rajasthan.
Speaking on the occasion, Shri M.Venkaiah Naidu complimented Rajasthan for being in the forefront of implementing new urban sector initiatives. He said that the MoUs mobilizing investments in affordable housing will act as light house to others. Shri Naidu further said that Rajasthan was the first state to submit AMRUT action plan to the Ministry of Urban Development, first to identify 40 cities for taking up housing projects under Housing for All Mission in urban areas and the first state to ensure complete convergence in implementing Smart City Mission, Atal Mission (AMRUT), Heritage Mission and Housing Mission. Shri Naidu noted that there is a new churning and new beginning by urban local bodies and the States since the launch of Smart City Mission and a new enthusiasm to address the challenges of urbanization in the country.

Largest Solar Power Project in Rajasthan - Dhursar, Jaisalmer

Reliance Power on Tuesday started operations at its 100-megawatt solar energy plant - claimed to be the world's largest concentrated solar power (CSP) project - built at a cost of Rs 2,100 crore in Rajasthan's Jaisalmer district.  The company said this is the world's largest in the solar power space using the latest technology available today in renewable energy and has been set up along side its 40-MW photo-voltaic project in the Jaisalmer district of Rajasthan. The project was won by an arm of Reliance Power, Rajasthan Sun Technique Energy, by way of an international competitive bidding and the electricity generated is being sold to NTPC Vidyut Vyapar Nigam, a subsidiary of the state-owned enterprise.
The project "has been successfully synchronised with the grid and power generation has commenced with this project, Reliance Power's generation capacity has increased to 5,285 megawatt (MW), which includes 5,100 MW of thermal capacity and 185 MW of renewable energybased capacity," the Anil Ambani group company said in a news release. The project is the largest investment undertaken by any private sector entity in CSP technology in India, it added. The technology for the project has been supplied by Areva Solar of the US, an arm of the French power major, with minimal environmental slip, lesser land requirement, and with more efficiency, Reliance Power said in a statement.

Khadin - a traditional water harvesting technique

Khadin or Khadeen (खडीन) is a traditional rain water harvesting technique used in Western Rajathan. Its main feature is a very long (100-300 m) earthen embankment built across the lower hill slopes lying below gravelly uplands. Sluices and spillways allow excess water to drain off. The khadin system is based on the principle of harvesting rainwater on farmland and subsequent use of this water-saturated land for crop production. 
The khadin rain water harvesting technique was originally developed in the 15th century by the Paliwal Brahmins in Jaisalmer district of western Rajasthan. This system has great similarity with the irrigation methods of the people of Ur (present Iraq) around 4500 BC and later of the Nabateans in the Middle East. A similar system is also reported to have been practised 4,000 years ago in the Negev desert, and in southwestern Colorado 500 years ago.  
Khadin system is a  runoff farming on stored soil profile moisture and ground water charging system. The khadin system is based on the principle of harvesting rainwater on farmland and subsequent use of this water-saturated land for crop production. Other than improving socio-economic conditions of desert dwellers, Khadins also have created positive impact on the ecology of the region, effectively checking soil erosion and increasing vegetation cover. Khadin can make arid wasteland productive. Though it is primary runoff agriculture, a lot of water gets stored on the land, partly going down deep, sideways.

Now days Modern khadin have cement walls in front which help them improve storage and water leakage. Government also provides financial support under various rainwater harvesting schemes. Depending upon the amount of rainfall and consequent runoff received during the monsoon, one or two crops are grown. There is 3-4 fold increase in agriculture production, in comparison with non-Khadin conditions depending upon rainfall quantity and distribution. This system assures the farmers of at least one crop even in very dry times. Khadin system allow farmers to take wheat, gram crop duing rabi season in desert areas.

Sarkar Aapke Dwar

Sarkar Aapke Dwar is one of Rajasthan government's campaign-inspecting the facilities there, listing out the grievances in the area and also taking actions against officials who were found to be negligent. This scheme was started by Rajasthan CM Vasundhara Raje from Bikaner region of state.
Rajasthan Chief Minister Vasundhara Raje said the 'sarkar aapke dwar' (government at your doorstep) programme was a unique initiative by her government to win the trust of the people. As part of the programme, public hearings and cabinet meetings are held at the divisional level to address people's grievances and take up development issues of the region. The Chief Minister said historical steps were being taken by her government to reach out to the last person standing in the periphery who had been denied access to the administration since independence.
