Raj Kaushal Portal launched by Rajasthan Government

Raj Kaushal Portal and “Online Shramik Employment Exchange” has been launched by the Rajasthan Goverment. The portal has been developed by the department of Information and Technology (IT) and Rajasthan Skill & Livelihoods Development Corporation (RSLDC). The “Raj Kaushal Portal” aims to improve availability of opportunities for the migrated workers and hence acts as a bridge between industry and labourers.
The portal aims to overcome the labour shortage faced by the industries by making it easier for the workers to get employment who are suffering from livelihood losses. The “Online Shramik Employment Exchange” comprises of data of over 12 lakh migrant workers including registered workers of planning offices and building and other construction boards. It also contains data of more than 53 lakh workers and manpower trained in RSLDC and ITI.

Rajasthan Tax, Stamp & Registration in Budget 2020-21

Rajasthan Stamp & Registration in Budget 2020-21:
• Concession in stamp duty shall be given on lease deedsexecuted by State Government and Local Authorities.
• Full Exemption from stamp duty and concession in registration fees shall be given on transfer of Sick Micro and Small Enterprises.
• Stamp duty shall be calculated on auctionprice in case of auction sale of immovable property of Sick Micro and Small Enterprises.
• Discrepancies in DLC Ratesespecially of Group Housing Schemes shall be removed in Neemrana, Bhiwari and Alwarareas.
• Amnesty Scheme will be launched to give 100% waiver of interest and penalty payable on stamp duty.
• Existing DLC rates will be reduced by 10% to facilitate industries and DLC rates will not be revised in next year also. Rates of stamp duty will be increased by 1%. 
• Facility of online payment of stamp duty will be provided on loan documents executed by Banks and NBFCs online on the portal of National e-governance Services Ltd.(NeSL).
• Time limit for adjudication of stamp duty on the instruments by Collector (Stamps) will be fixed one month in case of instruments executed in the State and three months in case of instruments executed out of State.
• Provisions relating to Land Tax will be simplified and rates will be rationalised and payment procedure will be made transparent and simple.
• Facility of Lump-sum advance payment of stamp duty will be provided for loan documents executed by banks and financial institutions.  As per the amendments made in Indian Stamp Act relating to rate of stamp duty on securities instruments provisions ofRajasthan Stamp Act will be amended accordingly.
• Collector (Stamps) will be given powers similar to civil court to prevent evasion of stamp duty in case of misclassification of documents.
• Reduction in rate of motor vehicle tax by Rs. 50 per seat per month for all three distance based categories of sub-urban routes.
• Reduction in rate of motor vehicle tax by Rs. 100 per month for contract carriage buses for seating capacity based two categories.

NTPC, RSDCL to develop 925 MW Solar park in Jaisalmer

Rajasthan Solar Park Development Company Ltd (RSDCL), a subsidiary of Rajasthan Renewable Energy Corporation, and NTPC signed an agreement to develop 925 MW capacity solar park at Nokh in Rajasthan's Jaisalmer district. As per the agreement, RSDCL will develop infrastructure in the solar park and NTPC will develop the solar projects.
Rajasthan Energy Minister B.D. Kalla said that the state government has given many relaxations and facilities in the recently-issued Rajasthan Solar Energy Policy, 2019 and Rajasthan Wind and Hybrid Energy Policy, 2019. He appealed to the stakeholders and investors present at the ceremony to come forward and avail the benefits of the policies and tap the "untapped vast" potential of solar and wind energy available in the state. RRECL Chairman Ajitabh Sharma said the RSDCL will invest about Rs 450 crore in infrastructural development in the project and NTPC is expected to invest more than Rs 3,500 crores in solar projects development.

Rajasthan launches Jan Soochna portal

Rajasthan government launches ‘Jan Soochna Portal’, a portal for quick access to information on government departments. The portal was launched by Rajasthan’s Chief Minister Ashok Gehlot and is a step of state government towards making Rajasthan a model state for good governance and accountability in administration.

About Jan Soochna Portal

  • The public information portal has been developed by state’s information and technology (IT) department. In portal 23-24 types of information will be made available pertaining to 13 departments on a single platform. The information will also be available on self-service ‘E-Mitra Plus‘ kiosk.
  • Rajasthan has now become first state in country to provide information about a dozen departments on a single platform.
  • The portal has been launched under Rajasthan Innovation Vision (RAJIV) campaign.
  • The move will bring transparency and accountability, and empower the right of people to seek information.
  • With the launch of portal, state government has expressed its intention of using technology for transparency and would further strengthen and expand the scope of the Right to Information (RTI) law. Through this portal common man will get information pertaining to 13 departments online in a lucid language. The portal is inspired by the very spirit of Section 4 (2) of RTI Act, 2005, i.e. Proactive Disclosure of Information.

Jaipur listed as UNESCO World Heritage Site

The walled city of Jaipur, known for its iconic architectural legacy and vibrant culture, made its entry into the UNESCO World Heritage Site list on Saturday, becoming the second city of the country after Ahmedabad to get the recognition. The decision was taken at the 43rd Session of the UNESCO World Heritage Committee (WHC) in the historic city of Baku, Azerbaijan, from June 30-July 10.
The committee examined the nomination of Jaipur that was supported by a majority of the countries for its inclusion on the list, a senior official said. "Just inscribed as @UNESCO #WorldHeritage Site: Jaipur City in Rajasthan, #India. Bravo"," UNESCO tweeted. In a session of its World Heritage Committee, UNESCO inscribed seven cultural sites on its World Heritage List, including those in Australia, Bahrain, China, India, Indonesia, Japan and People’s Democratic Republic of Lao. 
Prime Minister Narendra Modi tweeted, “Jaipur is a city associated with culture and valour. Elegant and energetic, Jaipur’s hospitality draws people from all over. Glad that this city has been inscribed as a World Heritage Site by @UNESCO.” Rajasthan Chief Minister Ashok Gehlot also took to Twitter to express his pleasure, terming the declaration a “matter of great pride” and that it “will add to the glory of capital city of Rajasthan”.” He said it will “give boost to tourism. Local economy will benefit along with improving of infrastructure.”

Suman Rao, Miss India Rajasthan was crowned the winner of Femina Miss India World 2019 during a star-studded grand finale of the beauty pageant, held on June 15, 2019 at the Sardar Vallabhbhai Patel Indoor Stadium in Mumbai. Miss India 2019 winner Rao was crowned Miss India World 2019 by her predecessor, Miss India 2018 Anukreethy Vas from Tamil Nadu. While Shivani Jadhav from Chhattisgarh was crowned Femina Miss Grand India 2019, Shreya Shanker from Bihar won the Miss India United Continents 2019 title.

Rajasthan Backward Classes Amendment Bill, 2019

The Rajasthan Assembly has passed the Rajasthan Backward Classes Amendment Bill, 2019. The bill aims to address the demands of the Gujjars who are protesting for reservations.
The features of the Rajasthan Backward Classes Amendment Bill, 2019 are:

  • It provides 5% quota in jobs and educational institutions to Gurjars, Banjaras, Gadia Lohars, Raikas and Gadaria communities.
  • The communities, namely Gurjars, Banjaras, Gadia Lohars, Raikas and Gadaria are currently provided one per cent reservation under More Backward Classes (MBC).
  • The Bill seeks to grant them an additional four per cent quota.
  • The bill increases the ceiling of creamy layer from Rs 2.5 lakh to Rs 8 lakh.
  • With the 5% quota for Gurjars, Banjaras, Gadia Lohars, Raikas and Gadaria communities the backward classes’ reservation in the state has increased from present 21 per cent to 26 per cent.
  • The reservations in Rajasthan now crosses the 50 per cent cap on reservations set by the Supreme Court.
  • To avoid the possible legal tussle the Rajasthan Assembly passed a resolution and urged the Centre to incorporate it in the 9th schedule to ensure the reservation for these communities.
  • The statement on the objective and reasons for the bill notes that Parliament has amended the Constitution to exceed the limit of 50 per cent laid down by the Indra Sawhney case having regard to the compelling circumstances in which Economically Weaker Sections of the society are languishing.

राजस्थान नगरपालिका (संशोधन) विधेयक, 2019 ध्वनिमत से पारित

जयपुर, 11 फरवरी। राज्य विधानसभा ने सोमवार को राजस्थान नगरपालिका (संशोधन) विधेयक, 2019 ध्वनिमत से पारित कर दिया।  इससे पहले स्वायत्त शासन मंत्री श्री शान्ती कुमार धारीवाल ने विधेयक को सदन में प्रस्तुत किया। विधेयक पर हुई बहस का जवाब देते हुए स्वायत्त शासन मंत्री ने कहा कि जन घोषणा पत्र में वादा किया गया था कि चुनावों में शैक्षणिक योग्यता की बाध्यता को खत्म किया जाएगा। इसी वादे को पूरा करते हुए यह संशोधन विधेयक लाया गया है। 
उन्होंने कहा कि ऎसे कई मामले सामने आए हैं, जहां झूठे सर्टिफिकेट के आधार पर चुनाव लड़ लिया गया। चुनावों में शैक्षणिक योग्यता की बाध्यता के कारण शिक्षित और अशिक्षित दो वर्ग बन गए। अशिक्षित लोग खुद को हीन समझते हैं, जबकि कॉमन सेंस ज्यादा महत्वपूर्ण होता है। कई लोग अपने कॉमन सेंस के कारण बड़े प्रशासक साबित हुए।  उन्होंने कहा कि हरिदेव जोशी, भैंरो सिंह शेखावत, ज्ञानी जैल सिंह, राबड़ी देवी और उमा भारती जैसे महत्वपूर्ण लोग भी मैट्रिक पास न होने पर भी अच्छे प्रशासक साबित हुए। उन्होंने कहा कि अशिक्षित व्यक्ति भी अच्छे से अच्छा प्रशासक हो सकता है। इससे पहले सदन ने विधेयक को जनमत जानने के लिए परिचालित करने का संशोधन प्रस्ताव ध्वनिमत से अस्वीकार कर दिया।

राजस्थान पंचायती राज (संशोधन) विधेयक, 2019 ध्वनिमत से पारित

राज्य विधानसभा ने सोमवार को राजस्थान पंचायती राज (संशोधन) विधेयक, 2019 ध्वनिमत से पारित कर दिया। इससे पहले ग्रामीण विकास एवं पंचायती राज मंत्री श्री सचिन पायलट ने विधेयक को सदन में प्रस्तुत किया।  विधेयक पर हुई बहस का जवाब देते हुए श्री पायलट ने कहा कि वर्तमान सरकार समाज के प्रत्येक वर्ग के विकास के लिए प्रतिबद्व है। उन्होंने कहा कि पंचायती राज अधिनियम में पूर्व में किए गए प्रावधान ऎसे थे, जिनसे राष्ट्रपति, उपराष्ट्रपति द्वारा सम्मानित किए गए सरपंच भी चुनाव लड़ने के लिए अयोग्य घोषित हो गये थे। उन्होंने कहा कि शिक्षा के आधार पर समाज को दो श्रेणियों में नहीं बांटा जा सकता, इसलिए अधिनियम के प्रावधान संविधान की मूल भावना के विपरीत थे।  श्री पायलट ने बताया कि संवैधानिक संस्थाओं में शैक्षिक योग्यता की शुरूआत पहले ऊपर के स्तर से संसद और विधानसभा से होनी चाहिए। उन्होंने बताया कि समावेशी विकास के लिए सरकार की यह कोशिश है कि वंचित लोगो को भी समान रूप से अवसर मिल सके। 
श्री पायलट ने कहा कि यह संशोधन जनचेतना तथा लोकतंत्र में आस्था बढ़ाने के लिए लाया गया है। उन्होंने कहा कि इस विधेयक से प्रत्येक जाति, श्रेणी, समाज तथा विशेष रूप से महिलाओं को लोकतान्ति्रक संस्थाओं में भाग लेने का अवसर मिल सकेगा।  उन्होंने कहा कि सरपंचों के पास आर्थिक निर्णय लेने के लिए प्रशासनिक मशीनरी उपलब्ध होती है इसलिए इस आधार पर शैक्षणिक योग्यता की बाध्यता जरूरी नहीं है। इससे पहले सदन ने विधेयक को जनमत जानने के लिए परिचालित करने के संशोधन प्रस्ताव को ध्वनिमत से अस्वीकार कर दिया।

गोडावण को COP-13 के लिए शुभंकर घोषित किया

केंद्रीय पर्यावरण मंत्री, डॉ. हर्षवर्धन ने, ग्रेट इंडियन बस्टर्ड (GIB) / गोडावण को 2020 में गुजरात में आयोजित होने वाले प्रवासी प्रजाति (CMS) के संयुक्त राष्ट्र सम्मेलन के 13 वें सम्मेलन के पार्टियों (COP) के लिए शुभंकर घोषित किया है. उन्होंने यह भी खुलासा किया है कि पक्षी को मंत्रालय द्वारा 'गीबी' के रूप में नामित किया गया है.
CMS-COP 13 प्रवासी प्रजातियों और उनके आवासों के संरक्षण और स्थायी उपयोग के लिए एक वैश्विक मंच है. इसमें 120 से अधिक भाग लेने वाले देश हैं. अब तक, 12 सीओपी (पार्टियों का सम्मेलन) आयोजित किया गया है. सरकार ने COP-13 के लिए एक वेबसाइट भी शुरू की है.CMS COP  ग्लोबल वाइल्डलाइफ सम्मेलन के रूप में भी जाना जाता है.
