Rajasthan Tax, Stamp & Registration in Budget 2020-21

Rajasthan Stamp & Registration in Budget 2020-21:
• Concession in stamp duty shall be given on lease deedsexecuted by State Government and Local Authorities.
• Full Exemption from stamp duty and concession in registration fees shall be given on transfer of Sick Micro and Small Enterprises.
• Stamp duty shall be calculated on auctionprice in case of auction sale of immovable property of Sick Micro and Small Enterprises.
• Discrepancies in DLC Ratesespecially of Group Housing Schemes shall be removed in Neemrana, Bhiwari and Alwarareas.
• Amnesty Scheme will be launched to give 100% waiver of interest and penalty payable on stamp duty.
• Existing DLC rates will be reduced by 10% to facilitate industries and DLC rates will not be revised in next year also. Rates of stamp duty will be increased by 1%. 
• Facility of online payment of stamp duty will be provided on loan documents executed by Banks and NBFCs online on the portal of National e-governance Services Ltd.(NeSL).
• Time limit for adjudication of stamp duty on the instruments by Collector (Stamps) will be fixed one month in case of instruments executed in the State and three months in case of instruments executed out of State.
• Provisions relating to Land Tax will be simplified and rates will be rationalised and payment procedure will be made transparent and simple.
• Facility of Lump-sum advance payment of stamp duty will be provided for loan documents executed by banks and financial institutions.  As per the amendments made in Indian Stamp Act relating to rate of stamp duty on securities instruments provisions ofRajasthan Stamp Act will be amended accordingly.
• Collector (Stamps) will be given powers similar to civil court to prevent evasion of stamp duty in case of misclassification of documents.
• Reduction in rate of motor vehicle tax by Rs. 50 per seat per month for all three distance based categories of sub-urban routes.
• Reduction in rate of motor vehicle tax by Rs. 100 per month for contract carriage buses for seating capacity based two categories.

Agriculture Loan Waiver : Salient Features
➢Waiver of all outstanding co-operative short term crop loan of all the farmers under all categories

➢Waiver of outstanding agriculture loan up to Rs. 2 lac of District Central Co-operative Banks and Land Development Banks
➢Approximately 24 lac 40 thousand farmers will get relief

• Reservation in govt. services for specially abled persons increased from 3 to 4%

• All female students of Arts, Commerce and Science streams of Graduate and Post Graduate classes will get free higher education from session 2019-20. Approximately 2,30,000 female students will get benefited every year
• Haridev Joshi Journalism and Mass Communication University and Dr. B.R. Ambedkar Law University will be re-established with provision of 16 crore
• Scout Residential School will be re-opened
• Establishment of Resource Assistance and College Excellence (RACE) Centers in Colleges at District level
• Annual Auditing Programme will be started for quality management and monitoring in colleges
• Four new residential schools in Tribal Area-Banswara, Dungarpur, Sarada (Udaipur) and Peepalkhoont (Pratapgarh)
• 50 Solar Energy based Community Lift Irrigation Projects in Tribal Area. It will provide additional irrigation facility to 1800 hectare
• 'Beneshwar Dham Development Board' will be constituted for the overall development of Beneshwar Dham.
• New Industrial Policy and constitution of 'Rajasthan Export Promotion Council' to enhance exports
• All relief related financial assistance will be directly transferred to beneficiaries bank account (DBT)
• New medicines will be included in 'Mukhya Mantri Free Medicine Scheme' for Cancer, Heart, Respiratory and Liver related ailments. 600 new drug distribution centers will be opened
• Government Drug testing laboratories at Jaipur, Udaipur, Jodhpur and Bikaner will be strengthened and made functional
• Infectious Disease Institute associated with Jodhpur Medical College will be developed as high level research Institute

• Under 100 days action plan Rural Development Department will sanction at least one Pasture Development, Community Pond Development, Shamshan-Kabristan Development, Play Ground Development, Individual Water Pond and Road with Drainage covering 9894 Gram Panchayats
• The existing 8000 wi-fi hotspot at Gram Panchayats will be increased upto 20,000

• Simplification in the procedures of Forest Right Act with online application and issuance of Forest Right Authority
• A new project to conserve forestry and biodiversity will be submitted to Japan International Co-operation Agency (JICA)

  • Estimated Fiscal Deficit for 2017-18 Rs. 24753.53 crore which is 2.99% of GSDP.

  • Renewal and Strengthening of 5000 kms. rural road at the cost of Rs. 800 crore in RIDF-23.
  • 15 projects for development of the 796 kms. state highway at cost of Rs. 580 crore.
  • Development of 19 roads of the 402 kms. at the cost of Rs. 441 crore.
  • Start the works of maintenance and upgradation of rural roads 3465 kms.
  • Strengthening and renewal work of around 1000 kms. state highway and other roads at cost of Rs. 500 crore
  • Development work of urban roads at the cost of Rs. 30 crore.
  • RSRDC to make 8 roads of 410 kms.
  • Alwar district to get 600 kms. plus road worth Rs. 968 crore through NCRPB loan.

Rajasthan Budget 2016-17 Highlights (राजस्थान बजट) : Rajasthan Chief Minister (CM) Vasundhara Raje present her 3rd annual Budget for year 2016-17 with a plan size of Rs 99,693 crore and fiscal deficit of 5.62 per cent.  The budget, which includes the impact of UDAY (Ujwal Discom Assurance Yojna) scheme, projected a fiscal deficit of Rs 43,147 crore, or 5.62 per cent of GSDP.  In her budget speech, Raje announced VAT exemptions for solar torches, biomass stoves, kerosene lamps, hurricane lanterns, kerosene wick stoves, kerosene pressure stoves, sugarcane, sattu, marble articles costing up to Rs 1,000, sewing needles, safety matches and camphor, among others.  Items made by prisoners in jails were also exempted from VAT, while it was reduced from 5.5 per cent to 2 per cent on all types of yarn.  She also kept DLC rates of agriculture, residential and commercial lands unchanged for the next financial year.  The revenue deficit in 2015-16 was Rs 5,231 crore because of reduction in revenue due to fall in the rates of crude oil, drop in the state's share in central taxes and increase in subsidy given to power companies.  Rajasthan GK Apphttp://tinyurl.com/rajasthangk

  • Instead of multiple forms, a single unified online form for registration and return for all the taxes.
  • SBI e-pay Gateway is now linked to e-GRAS (Government Receipt Accounting System) by which payment can be made through 35 banks instead of 8 banks earlier.
  • Items made by prisoners in jails were also exempted from VAT, while it was reduced from 5.5 per cent to 2 per cent on all types of yarn. 
  • Reduction in VAT from 14.5 per cent to 5.5 per cent on all types of plastic goods, pickles, measuring tape, carpets, electric switchgears, SD cards, memory cards, pen drives and health fitness equipments. 
  • VAT of 5.5 per cent on semi-stitched garments, 5.5 per cent on guar gum and guar gum powder, 15 per cent increase on all types of cigarettes, increase of 2 per cent in luxury tax on all hotels, except heritage hotels of basic and classic categories having a tariff of more than Rs 10,000. 
  • DLC rates of agriculture, residential and commercial lands unchanged for the next financial year.
